Message from the manufacturer: "We are required by law with any close to the ear toy like phones etc are restricted under EN71 safety legislation and have a demo tag to make the product louder for demo purposes whilst in store, once the tag is removed it drops to the maximum legal limit we are restricted to." The phone is quieter than usual Vtech items because of this legal restriction, this is also why the phone seems louder until the tag is pulled out.
